Jacki Hallerbach / Executive Director
With a passion for community building and problem solving, Jacki brings 15 years of non-profit management experience to the Tru Vista team. Jacki wears many hats for this organization to keep us running a lean team; administration, finance, human resources, grant writing and website design. Jacki enjoys the teamwork with the specialty courts, Parent Partners and working with clients to help them build a new future story for themselves and their families. When she is not in the office (or WFH!), she enjoys running, skiing, biking, hiking, camping, cooking and travel. She and her husband, Boris, are empty nesters who love when their two twenty-something daughters come home or travel with them.
Crystal Hallock / Parent Partner
Crystal Hallock has provided peer-to-peer mentorship to clients in Washoe County Specialty Courts since 2007. She brings a wealth of lived experience; having gone through Child Protective Services herself and then raised nine children including her own children, her younger siblings and she is currently guardian to her toddler grandson. Crystal uses this experience and her long history of working with clients to mentor and advocate for parents involved in the court system and help them build a stable future for themselves and their children.
Crystal first served as a Mentor Mom for the Washoe County Family Treatment Court. She is also a Parent Partner for Safe Babies Court since 2019 and a Parent Advisor for the ITCP National Advisory Group for Parents’ Voice since 2020. She has been a certified Peer Recovery Support Specialist since 2015, a position and recognition she helped found when she served as Vice Chairman on the State of Nevada Certification Board from 2013 to 2015. Crystal is a valued advisor to the Specialty Court teams in Washoe County. She always looks for creative ways to help parents in the community and passionately believes that the parents’ voice should be heard.

Bert Wells / President
Bert recently retired after years of service in child welfare, most recently as the Director of the Kids Cottage in Reno. He is a proud Army Veteran. He has served on the Tru Vista Board since 2002.
Les Gruner
Les lends his mental health experience to the Board since 2011. He is a retired Mental Health Counselor and worked most recently at Mojave Mental Health in Reno.
Dr. Anne Carter-Hargrove
Dr. Carter-Hargrove is a psychotherapist in her own practice, Carter-Hargrove Inc. as well as a staff therapist with Washoe County Child Advocacy Center. She joined the Board in 2021.
Tori King
Tori is a realtor with Dickson Realty after retiring from the Washoe County Court system. She has been with the Tru Vista board since 2007.
Elise Henriques
Elise applies her career experience as a Social Worker for Washoe County Human Services Agency to advising Tru Vista as a Board Member since 2020.
